Since the DLM Forum announced the redevelopment of MoReq® and launched the 2010 work programme (that resulted in the publication of MoReq2010®) we have seen a great deal of activity and involvement in MoReq®:

  • In 2010 the DLM Forum held two public consultations on the direction of MoReq®
  • The MoReq2010® core services were published in 2011 along with the first round of plug-in modules and the XML schema
  • In 2012 the MoReq2010® test framework was released
  • 2012 and 2013 saw a great deal of translation activity while suppliers prepared their products for testing and certification
  • In 2014 the next edition of MoReq® will be published and we will announce the first MoReq® certified product(s)

This marks only the beginning. There are still lots of exciting challenges ahead and we’d like you to get involved.

Over the next few years the DLM Forum will be taking MoReq® forward in new and exciting directions.

We want to explore innovative new technologies and extend MoReq® into different industry sectors. We also want to link up to other records management standards and specifications.

Wherever your interests lie, be they in archives, or in public sector information governance, or the private sector, in industries such as health, oil and gas, pharmaceutical or banking, we want to hear from you.

Consider membership of the DLM Forum and come and join a working group looking at extending MoReq® for the needs of the modern information governance officer, security manager, compliance officer, risk manager, data protection officer, archivist or records manager.

MoReq® is a records management specification published by the DLM Forum that describes "modular requirements for records systems". The latest edition of the MoReq® specification is MoReq2010®.

MoReq2010® aims to provide a comprehensive, but simple and easily understood set of requirements for a records system that is intended to be adaptable and applicable to divergent information and business activities, industry sectors and types of organisation. It avoids a “one size fits all” approach to implementing a records management solution by establishing instead a definition of a common set of core services that are shared by many different types of records system, but which are also modular and flexible, allowing them to be incorporated into highly specialised and dedicated applications that might not previously have been acknowledged as records systems.

About MoReq2010®

The MoReq2010® specification was launched at the DLM Forum meeting and AGM held in Budapest in May 2011, and is freely available for download from this page. The specification is of interest to every person and organisation that needs to keep information and records. It contains functional and non-functional requirements for records systems. A records system is an "information system which captures, manages and provides access to records through time” (ISO 15489-1:2001, 3.17).

MoReq2010® was designed to be a very practical specification. It does not specify any particular solution, instead it outlines the essential elements that a records system should have to ensure that records are properly managed, can be accessed at all times, are retained for as long as they are needed and are properly disposed of once the obligatory retention period has expired. An organisation which implements an records system based on the requirements of MoReq2010® can be assured that its records will be properly managed.

MoReq2010® defines the core functionality required of a records system whether it is deployed into a public body, private organisation, or even the third sector. MoReq2010® is a modular specification which means that the specification can be extended to allow for specialised application in different jurisdictions, markets and industry sectors. Each organisation that uses it can incorporate into its records management policies those parts of the specification that are relevant and applicable to the type of organisation and help the organisation to comply to regulatory requirements within its business sector.

The original MoReq® specification was published by the DLM Forum and the European Commission in 2001, MoReq2® was published in 2008 and MoReq2010® was published in 2011.

 

Accreditation

As part of its mission to promote the MoReq2010® specification and ensure the highest quality of Information Governance across Europe and beyond, the DLM Forum formally certifies products and services, and undertakes accreditation of test centres before they can formally test MCRS solutions for compliance.

Upon application, the DLM Forum will vet all test centre applicants and when satisfied with their credentials enter into an accreditation agreement with the approved test centre. Please refer to the accreditation agreement for more information on how to apply for accreditation.

Note that Annex 1 of the accreditation agreement contains an overview of the accreditation process while the Appendix to Annex 1 contains an Application for Accreditation to be completed by the prospective test centre.
